As European copyright regulations continue to shape the digital landscape, Google recently conducted a significant experiment that removed news content from search results for 1% of users across eight EU countries for over two months. The company’s findings, detailed in an internal report, claim that news content holds negligible value for its advertising revenue—asserting that the financial impact of excluding news links was statistically indistinguishable from zero.

The study spanned Belgium, Croatia, Denmark, Greece, Italy, the Netherlands, Poland, and Spain, aiming to assess how news snippets affect user behavior and ad earnings. Google’s conclusion challenges long-standing arguments from publishers, who have advocated for fair compensation under EU copyright rules. By downplaying the economic importance of news in search results, Google appears to position itself for tougher negotiations with media organizations seeking payment for content reuse.

However, this stance risks reigniting tensions with European regulators. France’s competition authority previously fined Google over $590 million for failing to negotiate copyright fees in good faith, while German regulators compelled changes to the company’s News Showcase program. Notably, Google halted its experiment in France after a court injunction and avoided testing in Germany altogether—a sign of existing legal pressures.

Critics argue that Google’s methodology may overlook broader indirect benefits, such as increased user engagement driven by news searches. Publishers also warn that devaluing journalistic content could further strain an industry already grappling with revenue declines. As the EU tightens oversight of Big Tech, Google’s attempt to minimize news’ economic contribution may face scrutiny, particularly if regulators view it as undermining the spirit of copyright laws designed to support media sustainability.
